The answer to this clue would appear to be Rod(ham).

However, I have looked in a number of dictionaries and made various Internet Searches but could not get verification that Rodham was a fenland bank.

Google yields:Your search - rodham "fenland bank" - did not match any documents.

There's a farm called Rodham near March in the fens but I can't find a bank connection.

Not helped by Rodham being Hilary Clinton's middle name.......

Could the answer be Witham?
The Witham is one of the rivers that drains the Fens and rivers are often referred to as bankers in crosswords. Not sure at the moment how wit might tie in with staff.?

The Rodham Canal was built by the Romans somewhere near Wisbech so the name is something to do with a waterway there. Don't know if it still exists.
