Someone said Isis but why, plus I have used that answer for another question.

Isis.
Part of the River Thames that flows through Oxford is Called Isis. Is Is.Lives twice.
Flower as in river (something that flows) and lives 'is' x 2

Hi jane Flower often means RIVER (that which flows) and the Isis flows through Oxford. Also you have IS = EXISTS (twice) as its second construction.

Yes, it is ISIS. "is" meaning lives, X 2 Often in cryptic crosswords "flower" refers to a river (something that flows) not something that blooms !

Zeus is the other answer
