i'm sure chav is the correct answer but is the clue correct? i think a lot of upper- and middle-class people could be classed as chavs, depending on one's definition of the class system and cultural affectations

prince harry and chelsea, plus paris hilton would not normally be defined as lower-class owing to their wealth, yet are classed by the red-top tabloids as chavs. Personally I am against any type of social branding but i think that the definition in the clue you gave is misleading. The term spiv is not out of date either in many circles so don't feel put down.
