My answer would be that Tesco find that those customers using the express stores are more likely to buy just one or two bananas for lunch. I would say it is the case that tesco feel they will make more money this way. As the small stores are technically classed as convinience stores they would say costs are higher and that they cannot keep to the same low prices as in their large stores
