Which is the odd one and why?

Wheel - Cookie - Flour - Teller

Odd one out is flour, the others can all be used with fortune, Wheel of fortune, Fortune cookie and fortune teller

Before I read that answer I also thought flour - because it doesn't have a double letter.

Or maybe Cookie, it ends with a vowel (and has more vowels than consonants)

There must be reasons why it could be Wheel or Teller, but I won't go "up the school" about it like my Dad did when my answer to "2 is to 4 as 3 is to ?" was marked wrong. Don't remember now whether I'd put 5 or 6, but he went and told the teacher that 5,6 and 9 were all equally correct!
