Thanks Kayakamina but friend is pretty certain her letters are correct. Pubs fits in of course but doesn't fit the clue as far as I can see. Will keep thinking and something might come to mind.

'Puss' is definitely the answer, so your friend needs to rethink 11 across.

Urges = pushes and taking away the 'he' leaves 'puss'. Both puss and mug are slang synonyms for the face.
(I'd have added that in my response above, but I had to leap away and make others' breakfast!)
