Chaps keeping one near (4) M?AN I assume answer is MEAN =MEN around A, but MEAN not really the same as NEAR, is it? Any suggestions much appreciated.

near can also mean tight-fisted or mean...
Mean is correct. Mean can be close(near) or tight (miserly)
near can be defined as stingy, hence mean
