If I'd been up in time, I would have answered as follows:
Let X be the price THIS year (in pence)
Change from a fiver will be (500 - X) pence.
LAST year the price was (X - 20) and change (500 - (X-20))
We are told that 500 - (X - 20) = (3/2)x (500 - X)
Doubling both sides and simplifying we get:
1040 -2X = 1500 -3X ; that is 3X -2X = 1500 - 1040 = 460
So X = 460 pence, as Fibonacci rightly says!
