I've spent hours on this one...just a hint would do.

Once upon a time, a western town was mighty enough to name itself after one of the largest cities in America, yet it couldn't quite kick up enough dust. Now its lighthouse shines on little but grassy bluffs, and that's the key to finding the name of this might-have-been metropolis...

Not sure, but there is a town in California called Savannah (also a large city in Georgia). Grassy Bluff = savannah???

Feel free to put in what your ideas are even if you don't know the answer. Me personally, I wouldn't just take someone's word for it. I'd take their idea and then research it to make certain it is correct.
