Come to a head sounds right to me. River Stort is in Essex but for 12 d (6,5) g---e-r s-a-e (striped N.American reptile) I thought was garter snake; therefore R.Stour would fit but is it on Essex/Sussex border?

Are you sure it's Sussex and not Suffolk ? - because the river Stour lies in the Essex / Suffolk border
