With both clues, the precise word play evades me!

Semeia = Parts of foot (poetic)
"semai" is contained in nursemaid (less NURD)
Why should NURD mean active?
Why should E be associated with "powdered"? (Drugs?)

Otaku = Nipponese nerd (OK)
Bottled OUT = OTU
Why "last frontier" = AK?
