Online Competition not running fairly

I entered a reputable on line competition this Summers World Cup and the website has not posted the results nor the 10 Runners Up of adverstised prizes.The web site still exists with the Phrase "The 10 Runners Up will be posted here shortly"That message is now3 months old!!
This is a very reputable website,not naming it for legal reasons.Anyway I have e mailed the organisation and phoned,and all I get is cold shoulder.At this stage my hackles rise at the sheer bad manners.Is there a third party regulator of fairness in competitions that has legal clout.The website is UK based and should be very reputable.

I can't give detailed legal advice- but try searching (eg on google or on ask.com wich I prefer) for the case of Carlill v. Carbolic Smoke Ball Company. It's antique, as you'll find, but still holds good and explains that this sort of contest can create a contract in certain situations.
