I would have thought 2 unless you're counting run outs off a no-ball in which case it's theoretically infinite. You could possibly get 3 if you'd already got 2 wickets the previous over. 1st ball of new over would give you 1st hat-trick, balls 2,3,4 second hat-trick then a run-out off a no ball followed by 2 wickets for 3rd hat-trick
I would have thought three, on the basis that a stumping can be made from a wide, and if this continually happens, all ten wickets could fall to stumpings in one over, without a legitimate ball being bowled. Three is the maximum, unless the batting side has more than 11 men. A touch unlikely, but possible
