Is that detest or detests in the clue? I hate to disagree Shaney, but this clue looks duff! Your explanation would mean that a) an indirect anagram is involved, usually considered unsound in cryptic clueing; and b) running is being used as an anagram indicator - again unsound in my view. You may be right, but if so it's the worst clue I've seen in years!
If the wording is detests, then the clue (albeit very simple) leads to hates, as originally argued. Maybe a slip between setting and (type)setting...
