11a. City investment: s?e?e = SIEGE

The word 'investment' also means:
"a siege or blockade; the surrounding of a place with military forces or works, as in besieging"

Also, 'siege' often describes a city in troubled times, eg
"Rangoon is a city under siege."

Note to Bogtrotter.....We're coming up to Christmas! Could I suggest that you ask some nice person to give you Chambers Dictionary ... absolutely essential for serious crosswords!
