Ok. It's the number of times a clock would chime assuming it rang on the half hour, starting from 12 o'clock.

At 12 o'clock it rings 12 times,
12:30 it rings once,
1:00 it rings once,
1:30 it rings once,
2:00 it rings twice and so on.
