There are 7 big cats in each backpack, so in each backpack there are 7 x 32 = 224 legs
Each girl has 7 backpacks so each girl has 7 x 224 = 1568 legs
There are 7 girls so all 7 girls have 7 x 1568 = 10976
Plus the 14 legs of the 7 girls:
10976 + 14 = 10990 .... assuming there are no other legs such as the driver's, etc

This does sound like the old "As I was going to St Ives, I met a man with seven wives, and every wife had seven cats, and every cat had seven kits... Kittens, mittens, cats & wives, how many were going to St Ives?"
The answer , of course is '1'. "I was going to St Ives" Those I met were presumably travelling in the opposite direction.
For this question it states that the girls (etc.,) are on the bus, but asks how many legs are in the bus
So depending on whether there is a driver the answer (as far as we are told) is either 2 or 0.

7 girls = 14 legs
49 backpacks = 0 legs
343 big cats = 1372 legs
2401 ittle cats = 9604 legs
TOTAL= 10990 legs
Plus any legs of driver and other staff/passengers on the bus. Assumes all girls have two legs and all cats have 4 legs. Also assumes all backpacks are on the bus and that all legs are on the bus.
