A couple of thoughts - these are pretty hard.

I thought the first one might have been separate counties in England but I googled and there are 36 not 35.

Also, as there appears to be one geography answer - C = NC of V stood out as Caracas ?? capital of Venezuela. Probably barking up the wrong tree.
