I also thought capers and I don.t see why?
There is a phrase ..to cut a caper...
and capers can be pickled
caper as you obviously know is a food that is sliced and pickled for consumption but the terms cut and pickled are also slang for being drunk. Caper means to act in a frivolous manner, to mess about act the fool etc which drunks often do.

That i would presume is the logic behind the answer if indeed it is capers
intelligence means information (as well as cognitive ability) a news reel shows information

Thanks for all comments but I still think in terms of a cryptic crossword that both clues are pretty poor.
