barebones - clues down

I haven't done much of this yet - so I could be wrong. I have electricity for 6 down - so it has to start on the first line.
That leaves me with only one more clue. Is this right?

Thanks for your quick reply. My problem is that the down clues are 1,2,3,4,5,6 and 8. That's all.
I'm sure that 6 down is electricity
Choose Rhode Island urban centre to provide an essential service - elect ri city
This has 11 letters and the grid is 11 spaces down so I have to put electricty going down from row one on the grid.
Then in my paper at least there is only one other down clue.
Is this right? This means that all the down clues must start on row one.
As I said - I'll plough on like this but would have thought that there would have been more down clues.
