Bicycle lanes

At traffic lights, bicycle lanes are extended to the centre of the road, so that bicycles can line up in front of cars. Is this to reduce the number of cyclists, or is there another reason?

My understandin g of the (faulty?) logic behind this road layout is to avoid a queue of bikes, in the cycle lane, at traffic lights. Without a �front starting grid� for bikes, cyclists would just mount the pavement to get closer to the lights.
