Tichfield.Thanks for your answer but unless i've read it incorrectly it seems the answer is Norway.I did say "Winter" Olympics.

Depends on how you define country.

I make Norway top with 98 golds but USSR, Russian Federation and Unified Team Russia have 78,33 and 9 respectively which gives them a total of 120.

Similarly Germany, GDR, Federal Republic and United Team Germany have 58, 39, 13 and 8 between them giving a total of 118.

Since we're talking about golds only, the question of having two teams in the competition where a unified team might only have been allowed one entry doesn't pose such a big a problem. For its population Norway is way out in front, but they do have the advantage of having competed in every Winter Olympics - I seem to remember Russia was a slow starter and Germany hardly figured until 1936 and I don't think they appeared in the medals in 1948 (did they even have a team?)
