dtgk 53a hard surface of irregular stones held together with mortar

Is this a fair question ? The answer is CRAZY PAVING but crazy paving consists of flat irregular slabs not stones and it is held together with cement not mortar. Mortar is used for bricks and walls not paving.

I think it's fair in that given the checkable letters, only that answer is possible - also given the following, which a lot of people might use (rightly or wrongly!) -

However, ambiguity remains at 21a, which caused some considerable debate today!

Yes thanks! you are right but the word stone is suspect as in the UK crazy paving refers to broken paving slabs, not stones, however I've noticed many times that the answer to technical and scientific clues are frequently not quite accurate.
I settled for hake in 21a.
Have to agree with you both regarding the answers both of which are very ambiguous, but experience of trying to solve crosswords since my national service.... I have found that they will always place one or two in to the puzzle, not fair but but it happens and we have to try to get round it.
