to re-up is to re-enlist i think, so I guess a re-up is someone who has re-enlisted
It's an american term

Often, a re-up is a re-upload where something has gone wrong with the first upload or that first upload has been deleted. Just a possibilty.

I've just seen on Wikipedia thar Re-up is a record label and The Re-up is the title of an album

Thanks for your responses. It's an offer from the Observer, where the prize is DVDs of all 5 seasons of The Wire, a US police series based in the seedier parts of Baltimore. The quiz gives 3 options - reloading a gun, securing a fresh supply of narcotics and getting police reinforcements. I am not familiar with the programme, but it has good reviews. So further suggestions welcome!
