Last one. I assume 18dn is 'Alderman' (more senior-sounding civic dignitary), so I'm guessing 19ac is 'Ice-lolly', but I don't understand why. Clue is "Sticky confection" and I've got : I?E-?O?L?

If it is 'ice-lolly', can anyone enlighten me as to why? If not, what could it be? I'm sure I'm missing something. Ta muchly.
