Kayakamina (or anyone else), can you possibly explain the wordplay in 26ac ? "City in 22 across where independent houses work, safeguarded by rescue organisation (3,5)" I assume it's SAO PAULO from the checking letters.

I think there is a alternate spelling of this town with O rather than U, then work is OP rescue organisation is AA and independent is SOLO
