Can anyone explain this, please? Driving me bats.

Sun Times 30ac (Clue: A first-class return to island capital, -P-A). Answer appears to be APIA. I understand the 'a' and the 'a1' but where the hell does the 'p' come from?

Or is it just a bad clue?

Tongue in cheek - Perhaps the writers of some of the Daily Telegraph cryptic clues have now moved to the Times....
Do you think it might be "AI PA" backwards, where PA is an island off New Zealand, and the main clue is just "Capital"

First class is AI
Return is PA ~~~~ per annum.
Reverse all and there you go!

Many thanks folks. Not sure if I'm convinced by any of them, but they're all better than anything I'd come up with! I'd probably go for 'PA' as in 'per annum'.

Just because PA is short for per annum, what has per annum got to do with anything in the clue?
