only word I can get in my electronic dictionary is "need," hope this helps you

Thank you both. Trouble is I can't justify either of these with the clue, can you talk me through your thinking?
This was answered previously (by kayakamina I think), but the wordl play probably involves an anagram on one +s
and the meaning of not ever rather passing.
I should have inserted than between rather and passing, sorry.

It is noes, as in ayes and noes in whether to pass a vote (in parliament)
