Can you get the name and addreses of people from their car reg.plate if you aren't in the police force or is it a privilige only they enjoy?

Good reason includes the vehicle has been abandoned on your land or you need the driver details to pursue a claim in civil court that your insurance company doesn't cover.
I have done it a few times but you will be committing a criminal offence if you lie to obtain the information. I have been able to provide a reference number from the council, the police or the insurance company to back my enquiries although this isn't strictly necessary:

If you go to hire a car in the uk and dont have the paper part of yur licence then the only way they will hire you a car is if you agree to pay the five pounds so they can call the dvla.
This is done in your presence and the dvla ask you your details and if you object to them giving details of any convictions to the hire company.

I once had a note left on my windscreen from a very nice member of the public giving me a registration number of a car that had reversed into my car whilst parked in a car park. These details could either be put on the insurance form and they will trace the driver/owner of the vehicle or they can be handed to the police who will take this matter up, depends upon the reason you are really needing this. If you dont know the make/model of the car you can sometimes go onto confused.com/compare the market.com and put in the registration number and it will bring up all the car details (not always 100% correct though).
