Heard somewhere, quite shocked by this, someone said it means Council House And Violent.

According to Chambers ... derogatory slang, [probably from Romany Chavi child]
It is derogatory whatever the definition, that is for sure. Think there are more than one definitions for Chav, too.

Whilst I have heard " romany for child" it's hard to see the relevance to the modern day usage?
