1a Creeper to proceed lamely on road (7) :- ASPHALT fits, and is "on road", but I query "creeper" being ASP, and "proceed lamely" being."HALT". Any ideas please?

What you have said is the explanation. An ASP crawls and HALT means to proceed lamely.

Rollo:- To me, crawl is on legs like a baby, which a snake/asp does not have, and you don't proceed at all if you halt; a very poor clue, but thanks for your answer.
crawl, vi to move slowly with the body on or close to the ground

halt
vi to be lame, to limp (); to walk unsteadily; to vacillate; to proceed lamely or imperfectly, to be at fault (eg in logic, rhythm, etc). Both Chambers.

Sorry, nothing wrong with the clue.
