Arriet - Harriet minus the H because it's Cockney.
Think of a 7 letter girls' name beginning with Ha then think how a Cockney would pronounce it ( i.e. without the "H" ). You need an obscure word for "decision" ( beginning ar )around "I" ( which you have ) for "independent".
If that doesn't get you there please post again.
There is almost always an EV thread in crosswords from about 4 p.m. onwards on a Sunday where the convention is not to give answers but only pointers in the right direction.
Thev "obscure" word for decision is ARRET.

I on't always subscribe to these "conventions".

Harpin - the biggest debate was over what three and four letter words begin one of the sequences.
