Pardon me for asking but I have been looking at this on and off for over half an hour and still cannot see where 'budget' is coming from?
'Things suggests plural.
Constraints suggests plural.
So why doesn't the answer end in 'S'?
I could see an alternative interpretation where 'constraints' (more than one constraint) could lead to two 3-word answers which combine to make a 'thing'.
Please put me out of my misery and tell me how 'budget' fits the clue.#

the clue was "?u??e? constraints"; I didn't feel it was necessary to re-type "constraints". but the 'things' are 'budget constraints" (Gah! now I've re-typed it 3 times!)
