Still unsure on 4 down because Columbo is the cop in dirty coat but because it states picks Up (u) in island capital which quite rightly is Colombo.

I think the 'picked up' in the clue means 'sounds like' , but I think the answer could equally be Colombo or Columbo. The cop in the dirty coat (Columbo) sounds like the island capital (Colombo) or vice versa. I dislike this sort of clue.
