Should these morons be prosecuted?

I know the drug these people took is perfectly legal in this country,so I know they can't be charged with drug offences.I do think they should face some sort of criminal charge though. Being drunk in charge of a minor is a crime but being drugged in charge of a kids party is outrageous.

My point is that these adults were in charge of young children and should have acted more responsibly.
The estate mentioned in the article is infamous for drugs and crime though so I don't know why I am so shocked by this!
