Have you all gone to bed or are you watching Match of the day?
If you google you will find several references to support tapper.
e.g. to do with railway signalling
Either integral to the instrument or separately mounted, there is a single-stroke bell and a bell operating device, either a tapper or a plunger

Many thanks Grasscarp I have tried to Google as well as look Chambers without any luck. Do you have any ideas for the other clue.

I go with Miss Meg. You get the wind up, if you are anxious about somthing. (think of wind that blows and not winding a watch, when watches did wind!)
