30d A newspaper or magazine is sometimes referred to as an "organ". It's old-fashioned, but it's true. So, you get ORGAN and pass over, which is to die, thus ORGAN DIE.

relaives by marriage = sons-in-law, in changed position => in sons law
A publication is an organ - to die is to "pass over" - organdie is material.

Parkinsons law is itself a humorous dictum - and it "parks" son-in=law , i.e. relative by marriage - in a different position in the word
put - park, sons in law in changed position is insons law
