One thing you could try ii you have a few minutes to spare is to do a search on Google Images for '80s pop stars' (or some such words) and just flick through a few dozen pages, having a quick scan of the found images to see if there's any that you don't already have.

I am surprised at some of the wrong guesses you listed. Rihanna and Katy Perry weren't more than babies in the 80s and I don't recall Russell Grant having any chart success!
Could be Toyah but she was more late 70s/early 80s.
I thought of Flock of Seagulls but I doubt many would know his name and wouldn't describe him as famous.
Billy Idol is another possibility.
I would have gone for Boy George but he has been ruled out.
