There are so many ways of entertainment provided via PCs, DVDs, the Internet etc. it would be more of an 'entertainment / streaming media' tax. The broadcasters and program makers have to get some revenue apart from solely relying on advertising.
As dodgyshirt has said, you can buy tuner devices for PCs - either a card to slot inside or an external USB device connected to normal TV aerial or satellite. You must have a TV licence if you have one.
