Can I change my daughter name without her 'fathers' permisson by either given her my parnters name or double barelling it?

I have been with my partner for 3 years & we are due to marry next year. My daughter has very little contact with her father (however he does pay maintenace & I know where he is etc) & my daughter has decided she wants to change her name when I change mine or double barrel it so she has her 'real fathers' name & then mine/my patners name? Can I do this without his permission as I know he will say no just to be difficult?
