If you have an open circuit (i.e one not connected to anything) then the electricity within the wires can be described as potential energy. When the circuit is completed, by a lightbulb for example, the energy is no longer potential, in this case it is used to make the bulb light up.
Electrical potential is voltage. Multiply this by the charge stored, in coulombs and that's your energy. It's how capacitors work.
