For more on marking an answer as the "Best Answer", please visit our FAQ.the kyoto protocol suggests that each country monitors its own emmisions. this may sound like an easily corruptable system but any falsifications would be easily recogniseable to an international scientific community, as it stands to reason that if say the U.S.A claimed to have cut CO2 emmisions dramatically, yet had not changed to renewable energy resources, that this is lies. diplomatic relations prevent most countries from bare faced lying. any small deviations from the truth that would not be detected by anyone would have negligable effect on the total damage caused by the emmisions.
the measurements can not be totally accurate as breathing causes a rise in CO2 levels. i doubt that any world leader is going to ask everyone to hold their breath while they take an accurate measure of the CO2 levels. the major contributors are fitted with carbon detection devices which basically counts the overall carbon to nitrogen to oxygen etc ratios. but once again, these are the power plants and high level factories. the lower level carbon emmiters, such as fire places and small business's are not counted as the effect they have on the environment, in relation to the major players of the world, is small.
