Basically, air temperature is determined by:

Energy IN minus Energy OUT.

Energy comes IN in the following ways:

Radiation from above, Radiation from the ground, Conduction from the ground and movements of air bringing energy from other regions (wind, convection)

Energy goes OUT in the following ways:

Radiation to space, Movements of air taking energy out of the region (wind, convection)

Only the energy in the form of heat will affect the temperature.  Some energy will be kinetic (wind) and some will be potential - stored as latent energy in water as it changes state from gas to liquid and liquid to solid. This energy may later be converted to heat.
