I'm not sure I agree with any of those, if any I probably err on the side of tougher penalties.
I would like to see new drivers have a speed limit for the first year or a similar kind of limitation. Given how distracting passengers can be that might be something to consider too. Being the designated driver for your pssd teenage mates is an enormous burden but one you feel obliged to take on because you have your license and want to show off. Recipe for disaster....
Passing your test isn't the same as knowing how to drive, a mistake that many young folk learn in a rather unpleasant manner.
