Falmouth, Cornwall has the third deepest natural dock in the world. What are the first and second?

I can't find confirmation of this but I think Milford Haven is one

Milford Haven Waterway is up to 20 m deep in places and is reputedly the second deepest natural harbour in the world, second only to Sydney Harbour, Australia.

Also, Prince Rupert, British Columbia, claims to be the third deepest natural harbour.

I think Mahon harbour in Menorca is second, natural.
Falmouth is supposed to have the third biggest (not deepest) natural harbour in the world, after Rio and Sydney.
