Living Outside A Mobile ( Cell Phone) Reception Area

If I buy a mobile phone is the provider duty bound to provide me with a signal where I live ? I am asking this question because like a lot of people I live in an area where there is no phone signal being detected from any of the major suppliers.

That being said I know their coverage maps are hedged about with all manner of qualifications regarding 'not being a guarantee etc. etc.'
