"toxic" Loft Insulation

Two years ago our housing association fitted new rooftiles and loft insulation a nice job well done.A year ago we decided to have our loft boarded and an electric light fitted. I went up using the new loft ladders and I'm really pleased we had it done for the extra space it gives us.One thing though I noticed, as well as the loft being well,insulated there is a huge amount way in excess of what is reasonably needed a lot of it seems as though it was ripped up from between the channels in between the rafters (the old stuff) and the new stuff laid down in its place, so all this glut of insulation material is just lying there.The loft boarder said it was a fiddle operated by the roof men as there is a Government (green initiative ?) that says they will pay such&such as per sq metre fitted. Iam NOT bothered about this ,- the way I look at it the more insulation that's up there the more warm the house will be!What concerns me is this stuff they've used. Wasit once known as "Rockwool"? and is it harmful to the health if it is inhaled (fine dust particles) at close range? It has a sort of "Fibreglassy" feel to it can anybody re-assure me of its safety as it was surely made for the purpose? thanks A-B..ers.

Who would you rather believe?
