As for terrain controlling the weather, I think the Himalayas take the title for largest area of effects - India and most of SE Asia.

Interesting to see that Congo has one of the highest incidents of lightening per year. I lived for 3 years in Zambia just 3 miles from the border with Congo ( Zaire as it was then ) We had an average of 120 days a year with lightening, as we were 3,000 ft above sea level the storms were spectacular.
