If there are only sigma bonds then the lone apir would stick to one atom and so it would be considered while calculatin the steric number. but why does it become delocalized around a pi bond...

It does so to reduce the total potential energy of the molecule. In short it enhances the stbility of the molecule. For example in Benzene, the pi bond constantly flips between neighbouring atoms. This is the reason why the more accurate verson of a benzene ring is the hexagon witha ring inide rather than the convetional double line notaion for a pi bond.
