What are the minimum requirements for an unfurnished rental property e.g smoke detectors etc?

For more on marking an answer as the "Best Answer", please visit our FAQ.Landlord buildings insurance, PAT testing yearly, Gas Boiler check yearly, electric (fuse box I think is every 5 years) , smoke detectors in place (as that helps your insurance), lawn mower if you have grass & most letting agents ask for a cooker/hob & oven, floor coverings and curtains. Can't think of anything else that I pay for or provide.

There is never a specific requirement upon anyone to arrange for Portable Appliance Tests. However there is a duty to ensure that all electrical equipment supplied by a landlord, for his tenant's use, is safe. Getting portable electrical equipment tested by a qualified person is the best way to ensure that it's done.
i.e. unlike failing to get gas fittings checked annually (which is a criminal offence), a landlord doesn't contravene any specific legislation through not getting electrical equipment tested.
However if his tenant is electrocuted through using a portable device supplied by the landlord, the landlord will be 'in the clear' if he can show that he'd had the appliance properly tested but 'in the muck' if he can't.
